Horas después de que el Kremlin confirmase que el presidente ruso, Vladimir Putin, firmará este viernes las anexiones de las regiones de Donetsk, Lugansk, Jersón y Zaporiyia, Guterres ha advertido de que los «supuestos referéndums» en los que se basa este paso carecen de legitimidad.
«No pueden considerarse una expresión auténtica de la voluntad ciudadana«, ha dicho Guterres, en una contundente declaración ante los medios en la que ha recordado que las consultas se llevaron a cabo en zonas «ocupadas» y en las que hay un «conflicto activo», al margen de la normativa ucraniana.
El máximo responsable de la ONU ha señalado que la Carta de Naciones Unidas es «clara» sobre este tipo de iniciativas: «Cualquier anexión del territorio de un Estado por parte de otro Estado como resultado de amenaza o del uso de la fuerza es una violación de la Carta de la ONU y del Derecho Internacional«.
Rusia, como miembro permanente del Consejo de Seguridad, tiene una «responsabilidad particular» para respetar este texto, en opinión de Guterres, que teme una «escalada» si Putin sigue adelante con un proceso de anexión que «no tiene valor legal y merece la condena» internacional.
La ONU mantiene su defensa de la soberanía y la integridad territorial de Ucrania, dentro de las fronteras «reconocidas internacionalmente», y considera que el paso que prepara Moscú puede alejar aún más las «perspectivas de paz» para un conflicto que Guterres ha descrito como «devastador», con efectos tanto en la región como en todo el mundo.
